Job Information

Position starting pay: $70,466.24/annually. The initial review of applications will begin starting the week of November 27, 2023. Applications received before the initial review date will be considered, with qualifying applicants being eligible to participate in the phone screen process.

Position Summary
Under general direction, participates, leads and oversees activities and assigned strategies, to ensure efficient operation of housing services programs. Leads and directs staff responsible for clerical and technical duties pertaining to the eligibility, occupancy and service provision of Housing Services Programs.

Day to Day Glimpse: The Housing Services Supervisor is responsible for overseeing the staff and day-to-day administration of the Housing Choice Voucher Program at the Housing Programs Office in San Bernardino. The position is also responsible for managing portability and the front desk administrative staff. The supervisor ensures the consistent application of program and agency policies and the delivery of a high level of customer service. The supervisor also ensures that staff have the necessary training and resources to carry out their duties. The supervisor is involved in the initiating the housing assistance payments check run, developing the office's annual budget and monitoring expenditures.

Key Duties/Responsibilities

  • Provides day-to-day supervisory responsibility for staff responsible for clerical and technical duties pertaining to occupancy and eligibility of Housing Services Programs; trains and verifies work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards, policies and procedures, performs the full range of duties in the assigned areas of work to ensure quality control compliance.
  • Responds to public inquiries in a courteous manner providing assistance to office staff with difficult and sensitive inquiries and complaints, resolving complaints and providing information as required. Briefs prospective residents on the various programs explaining how programs work, outlining duties and responsibilities of owner and resident.
  • Determines program participants eligibility including continuing participation, interviews housing applicants, investigates and verifies applicant and participant information for accuracy and completeness, contacts applicants and participants to discuss and clarify discrepancies, calculates family gross and net income, and completes required payment information and inputs data into computer record system.
  • Ensures program compliance with applicable HUD regulations, applicable, state and local regulations, and HACSB's Administrative policies and procedures.
  • Prepares leases and other documentation involved in the occupancy eligibility and rental process, prepares notices to participants and property owners regarding changes of status, receives information, processes participants transfers, and inspection requests, and prepares necessary documentation.
  • Provides a wide range of support by investigating fraud complaints, taking appropriate action and conducting follow-up; advising applicants and participants concerning community services and self-help programs and resources available through the Community Development Initiatives Department. Conducts interviews; and investigations, addresses complaints and takes corrective action within assigned authority.
  • Prepares information for input into data processing system, develops and maintains files, records and indices pertaining to applicants, participants and property owner information and data.
  • Prepares and conducts the check run process for housing programs payments, including reconciliation, and payment investigation for strategic partners and landlords; completes audited reviews/monitoring of payment processes.
  • Coordinates the implementation of goals, objectives, policies, procedures and work standards for areas of assignment.
  • Works with outside agencies to implement the transition of residents under the Portability Housing Voucher Program; serves as liaison between housing inspectors, residents and owners advising residents and landlords in termination procedures including necessary actions required prior to move.
  • Represents HACSB Housing Services Programs and Special Programs to other Housing Authority departments and outside agencies; explains and promotes HACSB programs, policies and activities; including ability to resolve conflicts and reach resolutions.
  • Responsible for the oversight of particular activities/projects including implementation, timeliness, staff performance and accountability for project outcomes.
  • Depending on area of assignment; responsible for office operations, including the processing of invoices for payment, monitoring the budget, and maintaining office supplies.
  • Provides courteous, respectful, honest, timely and professional information to all Housing Authority staff, program participants, visitors and partners for all Housing Services activities in accordance with Housing Authority Customer Service Policies.
  • Performs other related duties as assigned (resolving tenant complaints, mediating participant, participating in committees and meetings).
    Minimum Qualifications

    Associates degree with course work in business practices, records management, sociology/psychology or related field; 4+ years experience involving public contact interpreting and applying government regulations preferably in a Housing Services Specialist or related position. Previous supervisory experience a plus. Equivalent combination of education, training and experience will be considered.

    EMPLOYEE BENEFITS

    The Housing Authority of the County of San Bernardino (HACSB) offers a generous benefits package for regular full-time employees and their eligible dependents. Health Benefits begin the first of the month following date of hire.

    A summary of benefits for regular full-time employees is provided below.

    Medical
    Medical insurance is provided through CalPERS with several HMO and PPO choices. The HACSB pays 85% of the premium for employee and dependent coverage.

    Dental
    Dental insurance is provided through First Dental Health administered by The Principal Group. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion.

    Vision
    Vision insurance is available through Superior Vision Plan. The HACSB pays 100% of the premium for employee only coverage. The employee is responsible for paying the dependent portion.

    Life Insurance, AD&D, & LTD
    The HACSB pays 100% of the cost for employees on three different levels - Basic Group Life ($50,000), AD&D and Long-Term Disability Insurance.

    Retirement
    The HACSB is a member of the California Public Employees Retirement System (CalPERS). A contribution of up to 8% will be deducted from an employee's bi-weekly paycheck and put into their CalPERS account. The HACSB in turn will also contribute a % into the employees CalPERS account. Employees are considered "vested" after 5 years of service with a CalPERS employer and therefore become eligible for defined monthly benefit payments at retirement.

    Classic Members
    --- Hired to a public agency prior to 1/1/13
    --- 2.5% at age 55
    --- Contribute 8% each pay period.

    PEPRA Members
    --- 2% at age 62 (PEPRA)
    --- Contribute 7.75% each pay period

    Medical Retirement
    The HACSB will continue the medical benefit coverage for employees who retire from the Housing Authority after meeting specified criteria. The Retiree will be required to pay medical premiums at the same cost as current employees.

    Vacation
    The HACSB provides vacation time based on length of service ranging from 80-160 hours annually.

    Sick Leave
    The HACSB provides employees with a bi-weekly accrual of 4.15 hours (12 days/year) per pay period.

    Holidays
    The HACSB provides 15 paid holidays in a year.

    Work Schedule
    The HACSB works a 9/80 work schedule. The entire agency is closed the second Friday of each pay period. Standard hours are 7:30 a.m. - 5:30 p.m. with some flexibility depending on location working at. Depending on business needs, certain positions may work a different schedule.

    Telecommuting (eligible positions only)
    The HACSB provides the opportunity for approved positions to work remotely. Employees in an approved telecommuting position must have completed 6 months or more time in current position to be eligible.

    Education Reimbursement
    The HACSB has an education reimbursement policy for all employees who have completed one year of service with the Housing Authority. Reimbursement will consist of 100% for fees paid on Tuition and books at the Cal State San Bernardino or Cal Poly fee levels.

    Public Service Loan Forgiveness
    The HACSB is a qualifying employer for Public Service Loan Forgiveness (PSLF). The PSLF Program forgives the remaining balance on your (Federal) Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer.
