THE POSITION  The County of San Bernardino is seeking two experienced IT leaders to assist the County's Chief Information Officer (CIO) in administering the operations of the County's Information Services Department (ISD) and in providing leadership, strategy and support for technology needs countywide, while ensuring industry-leading technology solutions, efficiency, cost and operational effectiveness, and customer satisfaction for Countywide IT services.    The Assistant Chief Information Officers (ACIO) will report to the CIO and provide leadership to the department's two functional areas of operations and their corresponding customer relationship management functions. The ACIO for Development and Support will lead divisions providing support in the areas of business solutions development, enterprise data management, desktop support, and the countywide help desk. The ACIO for Infrastructure and Operations will lead divisions responsible for enterprise infrastructure and network operations security, public safety communications, and telecommunication services.

This position is in the Unclassified Service and serves at the pleasure of the appointing authority.

THE INFORMATION SERVICES DEPARTMENT As the County's primary technology service provider, the Information Services Department (ISD) is entrusted with managing and safeguarding the County's enterprise mission critical systems and infrastructure. The department is tasked with providing technology leadership and vision to departments countywide. The primary goal of all information technology and of our dedicated staff is the direct support of departmental operations in the delivery of each departments' services to the public. By fostering an environment of constant innovation, as envisioned by the Board of Supervisors, and leveraging the latest in IT advancements, ISD empowers our many County departments to confidently and reliably provide a wide variety of services that benefit our residents in a timely and efficient manner. Vital to County operations and citizen engagement is communication. ISD is responsible for ensuring a strong, viable communication infrastructure, spanning voice and data technology, land-based networks, microwave transmission and radio, that not only connects us internally, but connects us to the public. Our communications network provides over 20,124 square miles of connectivity across deserts, mountains and valleys, as well as streamlined access to essential services and information for the citizens of our County.    We are a department of 370 dedicated professional, technical, and support staff operating on an annual budget of approximately $118 million. Some of our recent accomplishments in promoting the County's vision include the development and implementation of the Vision2Succeed (http://vision2succeed.org/ ) and the Vision4Safety (http://vision4safety.com/ ) websites, one-stop resources for promoting safety in our communities and economic growth and success for businesses and individuals. We also designed a mobile data collection survey used in the countywide Homeless Point-in-Time Count to gather and submit data crucial to serving our most vulnerable citizens.

*The initial granting of the across the board salary increase and the medical premium subsidy increase, both scheduled on July 18, 2020, are subject to the discretion of the Chief Executive Officer based on the availability of financial resources. Desired Qualifications Ideal Candidates for both positions will be innovative, strategic leaders and administrators with an in-depth understanding of the complexities inherent to a large organization's technology infrastructure needs. They will have demonstrated and verifiable experience in developing and managing multi-million dollar budgets and effectively leading, developing, and motivating a large and diverse IT and support staff. In addition, these candidates must be results-oriented managers and problem solvers with strong interpersonal and communication skills, plus the ability to build strong relationships with County leadership, partnering agencies, and other key stakeholders to achieve common goals through influence, collaboration, and cooperation. IT management and leadership experience in a public sector environment is desired.

Minimum Qualifications

Qualified Candidates will possess four (4) years of current high-level IT management experience within a large, complex organization which includes comprehensive experience in the following areas:

Policy Development and Implementation

Business/Strategic Planning

Personnel/Staff Management

Evaluating and Implementing Technology Solutions

Budget Preparation and Analysis

A Bachelor's degree or higher in a relevant field is strongly desired, however applicants that can show industry experience and competencies that equate to formal education are encouraged to apply.
