Under general supervision of the Director, Medical Chief of Staff, and Administrative Analyst Specialist I and II, the incumbent performs the full range of budgetary and administrative support functions; work often involves planning and coordinating work and providing lead work direction and/or training and assistance to others; work involves addressing a wide range of problems which requires interpreting policies and procedures and using ingenuity to put information together in new ways; contacts involve coordinating and working with individuals at all levels. Duties: Serve as point of contact for Family Pact, Medi-Cal and other outside insurance programs. Serve as administrative support for Director, Medical Chief of Staff, and Administrative Analyst Specialist I and II. Monitor and maintain monthly updates of Family PACT and Medi-cal policies and disseminates information to SHC. Responsible for maintaining dedicated relationships with various outside vendors, outside community resources and state-funded programs (i.e., Family PACT, EDS and Medi-cal). Collaborate with Director and various other departments on special program needs to meet student admission requirements, such as nursing department physical examinations and international student immunization requirements, etc. Responsible for taking, completing and storing of weekly minutes for Administrative and QI meetings. Draft and compose documents, correspondence, and reports. Follow-up with community services in searching for no or low-cost healthcare services to students. Assist with preparing and assuring adequate preparation and compliance for upcoming Accreditation process, including satellite office-PDC. Provide in-service trainings at both San Bernardino and PDC to all providers and clinical staff regarding billing, coding, and programs. Followed by on-going training on a continual basis to assure appropriate benchmarking. Assist front office at both San Bernardino and PDC campuses (ie. medical appointment scheduling, etc.) and Family Pact coverage, including phones. Medical Billing / Coding Emphasis: Serve as the point of contact to perform billing services for the Student Health Center. Identify, report and correct billing and coding errors by monitoring tickets and transactions completed by providers/staff and update supervisor accordingly. Review denials to ensure that payment is received after reprocessing of each denial Assist in resolving various concerns in relation to billing and coding components. Ordering of all materials related to billing processes, such as the claim forms, appeal forms, and miscellaneous items. Submit monthly payment requests to Accounts Payable for Quest Laboratories. Monitors patient collections (private pay). Maintains monthly report of outstanding unpaid fees. Monitor and audits Quest Laboratories and Palm Imaging Radiology collections and patient receivables, ensuring accuracy in the re-payment process. Post payments to system. Monitors patient collections (private pay). Maintains monthly report of outstanding unpaid fees. Utilizes the People Soft financial system to apply holds for past owed collections. Oversees augmented fees for services and laboratory liability deposits. Reconcile expenses/deposits and Family Pact reports to Director monthly utilizing Data Warehouse on Campus Accounting System. Family Pact Program emphasis Complete daily billing and processing of claims for repayment for the FPACT Program. Communicate new policies and procedures related to the FPACT program to all Health Center Staff and Students. Relay updates and program changes to staff and students. Order all supplies (inc. birth control) for the Family PACT program and provide monthly inventory report. Coordinates the preparation and distribution of Family Pact supplies. Prepare and submit procurement card reports on a monthly basis to the Purchasing Department. Prepare revenue/expense transfers for Family PACT with PDC. Administrative Office Functions Review procurement card statements prior to submission to Director Generate purchase orders and assist with billing processes/payments. Review phone bills and usage. Coordinate department processes for chargebacks and invoices. Assist with debit/credit machine processeses. Coordinate Human Resources recruitment processes. Coordinate payroll functions. Reconciliation of revenue and expenses. Other duties as assigned. Education: High school program, technical/vocational program, or their equivalents. Experience: Three years of related office work experience. Experience and knowledge of Medical billing. Knowledge of Family PACT program and Medi-Cal Programs. Strong background in multi-tasking and organizing. Strong interpersonal skills along with the ability to work cooperatively with a diverse group of campus and community partners. Thorough knowledge of correct English, grammar, spelling, and punctuation and be able to clearly communicate orally and in writing. Thorough knowledge of office methods, procedures and practices. Ability to coordinate many different tasks, determine the relative importance of each, set deadlines and complete projects accordingly. Ability to identify and solve standard problems and refer more complex problems to appropriate staff. Ability to learn and independently interpret and apply a variety of academic and organizational policies and procedures. Ability to apply judgment, discretion and initiative in performing complex administrative work for a variety of programs or projects. Ability to do arithmetic computations. Preferred: Possess the equivalent to three years of progressively responsible clerical office experience. Experience and knowledge of Medical billing. Knowledge of Family PACT program and Medi-Cal Programs. The ability to use word processing and spreadsheet programs with working knowledge of Microsoft Office Suite (Word, Excel and Publisher). Experience with PeopleSoft. Experience working with university student support service programs. Prefer applicants have working knowledge of university budget and payroll policies and procedures. Knowledge of State and Foundation procedures. Experience with Microsoft Outlook calendaring. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
