  • Bring everything you are, become everything you want Department Summary Procurement and Contracts (Purchasing) is responsible for all purchases and contracts made by the University. The Purchasing staff assists the campus community with their purchasing needs and acts as a liaison with vendors and service providers. Purchasing issues purchase orders, agreements, memorandums of understanding (MOU), a fee for service agreements and contracts, coordinates and evaluates bids, obtains quotations for needed goods and services, and manages the office supplies contract and the procurement card program. Job Summary The Executive Director and Chief Procurement Officer reports to the Associate Vice President for Finance and Administrative Services and serves and the chief procurement officer for the California State University, San Bernardino (CSUSB). The incumbent leads, directs, and participates in efforts that lead to cost optimization, improved quality, and enhanced innovation through the development of strategic sourcing initiatives, development of metrics/measurable goals for Procurement, risk mitigation, effective contracting, negotiation tools, and specification development. He/she must be someone whose focus on collaboration both within the University and with our suppliers enables the sourcing team to deliver quality contracts and procurement services at the most favorable cost.

    This position conducts University-wide, high profile, complex, and/or first-time commodity/service contract negotiations and uses exceptional negotiating skills to bring success to the University and staff. He/she must work closely with Legal Counsel, Risk Services, and Financial Services to ensure effective contracting processes and templates are implemented as appropriate. This role will develop standard processes and expected levels of execution related to the development of functional and category strategic sourcing programs and will oversee the execution of vendor selection. In addition, the Executive Director develops and implements procurement strategies for the University. This position requires analyzing market trends and benchmarks for the best practice and assists with specification development. The Executive Director and Chief Procurement Officer will be responsible for strategic cost management requiring extensive cross-functional interface within the University and administration and will furnish procurement analysis and cost data for planning, budgeting, and other functional duties. The position is the primary conduit for the multiple Consortium partnerships of the University. The Executive Director and Chief Procurement Officer use his/her knowledge of spend and technology to drive the best value for the University. -

    The Executive Director and Chief Procurement Officer acts in a consultative role with management throughout the University by determining how the Procurement organization can assist each department in achieving their goals by understanding each department's unique purchasing needs and budgets and developing sourcing plans and strategies that best meet those needs. He/she also collaborates with other management staff on improvements to procurement processes and policies. The Director manages the teams responsible for sourcing of all commodities and services by providing oversight in team members' efforts in market assessments, RFP, bid strategy developments, supplier negotiations, e-procurement, Procurement Card program, and contract development and implementation activities. The position leads, mentors, and motivates team members and provides direction and training to the team to improve members' skills. Key accountabilities include:
    • Leading the creation of a comprehensive and integrated strategic procurement and sourcing function with appropriate staffing, systems, technology, sourcing contracts, processes, tools, policies, and reporting.
    • Building engagement with the University community in the adoption of improved procurement services and enhancing relationships with diverse internal and external stakeholders.
    • Serves as the primary delegate to the systemwide procurement officers forum (CPOA)
    • Negotiating effective and commercially sound contracts and strategic supplier arrangements.       • Comprehensive and detailed knowledge of university infrastructure, policies, and procedures or in an organization with similar complexity is required.
      • Proven ability to interpret and apply policies and procedures independently and to use judgment and discretion is required.
      • Strong competency in fiscal management and the ability to use campus Enterprise Systems to obtain the necessary information is strongly desired.
      • A thorough mastery of English grammar, punctuation, and spelling is required along with the ability to effectively write and present reports, minutes, and other documents in a professional manner are required.
      • Expertise in using office software, technology, and systems including but limited to Microsoft Word, Excel, Outlook, PeopleSoft, and other standardized office equipment is required.
      • The ability to multitask and manage multiple initiatives simultaneously is required.
      • Proven ability to establish and maintain cooperative working relationships and work effectively both independently and/or as part of a team is required.
      • Skill in planning and performing research and participating in the development, alternation, implementation, and evaluation of the organization's programs, policies, and procedures.             • Applicant must possess the equivalent to a four-year degree from an accredited college or university. Business, Finance, or related field. -
            • A professional designation such a Certified Purchasing Professional (CPP), Certified Professional Property Manager (CPPM), Certified Professional Buyer (CPPB) is -preferred. - Experience: -
              • Applicants must possess at least three (3) years of work experience providing progressively responsible administrative, technical and analytical support in an environment of similar complexity. -
              • Demonstrated experience in developing and managing strategic procurement services in a comparably large and complex environment.
              • Experience in higher education is preferred.
